Scooby specifically says on his site that you can gain muscle while minimizing fat gain, but it's extremely tough to do and you have to be spot-on for your calculations. Everyone has their opinion regardless how much over TDEE to go, some say a ton others say a few hundred. If you haven't gained any weight lately, sounds like you're on your TDEE, so add 300-500 more calories and see if that helps.
As to your routine, why not try something where you work out more than once a week? The only thing being worked more than once a week is your arms. You'd be far better served looking up Starting Strength or Stronglifts and start focusing on the lifts that will build the most mass. Yeah with proper diet a split will work too, but it won't work as well as a 2-3 times a week plan that focuses on the big compounds.

^ Yes I have been eating more calories now. I use to eat around 1800-2000. Now i'm probably around 2300-2500. I noticed I am a little bit more chunkier but I don't mind at the moment.
I like working out each body part once a week. Because for the following few days it's sore and working it out again the same week would be a bad idea.

Do not do bodypart splits, these splits are reserved for people who already have 99% of the muscle they will ever have, as in advanced lifters. Stick to full body and listen to breunor.

Splits will also build mass, just not as fast as doing 2-3 FBW a week comprised on heavy compound lifts. Since most folks want to build as much muscle as possible, as fast as possible, it makes sense to stick to the heavy compounds for the first couple years to maximize gains, and then as you try to eeke out that last few % of potential growth the multiple splits can help.
