Ok so Im getting ready for Track which starts in 2 months, and im going to run the 800M, I used run all year round till i got into powerlifting now my coach doesn't allow me to run till end of the season I'm badly out of shape. I used to be able to run it in 2:18 now its 2:45(with no prior training) and I want to run it as close to 2mins flat. So my question is can I a do routein that foucses on speed more than distance and if so what routein , and is possible for me to run it in 2mins flat or less?

gear your training to what your goal is, yours is to run half a mile at a pretty fast pace, so perhaps don't go too high on the mileage, do a fair amount of speed work, and some easy aerobic runs, and you should be fine.
