Hey guys I have been losing weight for the past 4 months, and have lost over 60 pounds. I started at 240 and am down to 170, and I am 6'2. I am size 32 waist, and was wondering if I shud continue to lose weight, or start bulking up? When I look in the mirror I still have a small belly, but I can lose that easily with working out and cardio.

Well you can continue to lose fat without losing weight, its all about the calories, you have to get to your TDEE to maintain current weight, and btw I looked up your weight in relation to your weight, and your in a healthy BMI range BMI=body mass index

Its still possible for you to start bulking up and continue losing weight if you combine both resistance training, cardio and proper nutrition. You may want to lower the intensity of your cardio a bit, but, that is solely up to you. Whats your current cardio routine like as of now?

My cardio is every other day, and it is an hour of either basketball, jogging, or powerwalking.

Thats about 3.5 lbs per week, seems like a lot of weight to lose.
May I ask what your weekly cardio/weights consisted of?

You can do both but I guess it all depends on your personal goals, personally I believe muscle is attractive and it takes a long time to build therefore the sooner you get started building it the better. Try the beginners workout on Scooby's site.

@ Jim Lahey. Thanks for the comment, and yes I did average about 4 pounds a week. I did not do any cardio for the first 3 months, and just sped my metabolism ALOTTT (10 meals a day). Then I started swimming every day in the summer, and finished losing my weight. I wanna lose another 10 pounds, and get to my goal of 160-165 lbs. Then I will start lifting very hard.

Sports usually give great cardio workouts, but again, it depends on the intensity you perform it. You may want to consider some light lifting and cardio if you really really want to continue losing some weight, and after all, a combination of both weightlifting and cardio will help shed the fat faster than one alone.
