Tell your parents to take charge and feed him properly would be the best bet to be brutally honest. If a 10 year old is having to deal with it on their own, that would seriously be a parenting failure.

Tell him to drink diet coke instead of regular ones... Ask him to use artificial sweeteners the next time he makes himself a cup of coffee... Depending on the amount of sweetened beverage he consume.. it might be helpful.
My mom lost quite a significant amount of weight after I told her to do all that..

Take your brother hiking every now and then.  It should be fun where he'd like to do it again. Physical activity and play time is key. i.e. go to the pool for a swim, play catch. Race with your bro.  Basketball, etc. If it's fun, he'll want to do it again.

Either as stated. Make the parents keep track of what he eats and make sure he eats healthy or maybe fit him into/get him to join a lets say (swimming course), and train swimming or maybe take him for daily running or a long walk.

Well he is 10, he doesnt make the decisions on anything. Limit his time with video games or take it off him completely.

he never listen to me when i tell him to lift light weight he tell me no it will stunt my growth how to deal with this problem

At 10 he shouldn't be lifting. Get him into a sport he likes, it could be anything: from salsa to martial arts
