Is it true that if your trying to build muscle, it doesn't mean squat if you get tons and tons of protein if you fall short on your calories?

No it's not true.

If your eating 1g/lb protein and under your tdee- contradulations! you have found your diet mojo!
You will definately gain muscle mass and lose fat!

Hopefully somehow you're including veggies, whole grains, and omega threes (if your not eating fish) for better overall health and not just drinking protein shakes though.
