Hey,
first the stats about me: height: 72" weight: 150lb age: 19 bodyfat: can't say for certain but I'm a bit flabby, mainly on my torso.
Goals: I want to lose the body fat on my torso so that abs and pecs are not hidden by fat.
I also would like to bulk up, as it stands I'm a scrawny twig but I'm growing which is good.
I'm really new to this just over 1 month and I enjoy it but I want to maximise my efficiency. I want to reach my goals quickly and I don't mind making diet sacrifices.
I've made changes to my diet already and would like to make significant changesto allow this and I want to fine tune it to maximise muscle gain and fat loss but I'm not sure when it would be appropriate to start doing things like increasing my protein intake with powder and increasing to 6 meals a day instead of 3.
Is it ok to start now or should I wait till I'm a bit more advanced, I've been doing the intermediate workout that scooby recommends and I get reasonable cardio (an hour of brisk walking up steep hills) hoping to improve it more with running and biking.
So when should I start?

Till you lose your fat just eat less and do more cardio. When you reduced your body fat to around 13-15 you can consider adding muscle then. There is no need for protein powder if you can get the protein from your meals btw.
