Also what does the narrator mean by "hardness and softness"?

Hung gar is a hard and soft style, meaning it can work both ways. It can be used offensively with hard techniques like strikes, or soft ones like locks, throws etc. When you consider Judo is a soft style, you know what I mean Wink
There are places outside china that teaches it. 2 schools in Norway, so probably some in your country aswell.

I have sparred vs hung gar, alongside wing chun, its a tough style to face as its very well rounded.

Thanks Magnus Smiley But currently I'm studying abroad in the US and I'm not sure if there are any places that teach it. But if I do find somewhere, I want to pursue it greatly, not just learn it for a year but continue to practice it. Earthbending rules. Cheesy
