Cardio To lose fat you must burn more than you eat. So she must, eat less and/or exercise more.

Jump rope
Jumping Jacks
Walking lunges
Step ups
Squat Thrusts
Circuits (series of any group of big movements; lunges, push ups, jumping jacks, etc.)

this is my thinking too. only thing I see people doing wrong here is, because they workout more they get hungry and eat more. the idea is eat less than normal and workout more than normal=less weight

do more walking in normal life, ie if you need something from the shops walk to them instead of a fast trip in the car.
my best advice is get to understand just how much food you should have on your plate. most people way over do it and fill the plate. the average woman has around 2200 cals I think. this amount spread over a day isn't a lot. and one good meal could blow that amount in a single plateful.
