I think that's normal for women to have some sort of flab... it would be unnatural to have really muscular arms as a woman.
If she'd like to do some exercises , yea could try some bw exercises , even doing normal push-ups would do it i think.
It's normal after a certain age that the skin gets more loose , as the body stops producing collagen (i believe) , but it won't be that bad , that your flabs will look like wings , if you don't have alot of excess skin and looking at her stats , if she keeps being that lean , i doubt she'll have any problems with that.
You can give her some tricep exercises , such as overhead press , skullcrushers , cable pulldown , kickbacks even perhaps... BUT i'd personally get her to do some BW exercises , cause i wouldn't to workout just one bodypart.
As i believe she might want to tighten her ab area , her thighs , butt and so on.
